Electronic Declarations

For the Importation or Exportation of Fish or Wildlife

New Login Procedure: Beginning Monday, February 25, 2019
To further enhance the security of the eLicense system our login procedures are changing. Beginning Monday, February 25th, you will be sent a verification code (PIN) after entering your user name and password. The code will be sent to the email address you use to log in. After typing the code correctly, you will continue to your eLicense account as usual. The verification code will be good for 10 minutes; if you haven't successfully logged in after that time, you will be required to enter your user name and password again to generate a new verification code. After you have successfully logged in, you can use your account as you always have.

You do NOT need to make any changes to your account. Simply enter your existing user name and password as you always have, and you will automatically be prompted for the code. If you have difficulty accessing your account, please contact our help desk for account assistance between the hours of 5:00 AM and 5:00 PM at 303-275-2355, or send an email to lemis_help_desk@fws.gov

EDecs will be unavailable between 6:00 PM and 10:00 PM MT on Thursday, February 21, 2019 for system maintenance.
We apologize for the inconvenience.

Paperwork Reduction Act: We use the information requested on FWS Form 3-177 to facilitate enforcement of the Endangered Species Act and other wildlife laws. We use the information on the Low Risk Fee Exemption certification to determine if your business qualifies for a fee exemption for certain low risk importations and exportations. The completion time per response is estimated to be 10 minutes for the electronic FWS Form 3-177 and 1 minute for the Low Risk Fee Exemption certification, which includes time for reviewing instructions. Your response is required to obtain or retain a benefit. Send comments regarding the burden estimate or any other aspect of the reporting requirements to the Service Information Collection Clearance Officer, Fish and Wildlife Service, MS BPHC, 5275 Leesburg Pike, Falls Church, VA 22041-3803. We may not conduct or sponsor and you are not required to respond to a collection of information unless it displays a currently valid OMB control number. (OMB Control No. 1018-0012, expires September 30, 2019).
